Racetams (e.g., piracetams) and stimulants (e.g., amphetamines) can be obtained legally with a doctor's prescription. Although you seem highy intelligent enough..don't think "smart drugs" are necessary.. There's always supplements that aid with brain functions such as Vitamin-B, Omega-3, and Vitamin-D that you can buy OTC.

Stimulants are used to treat narcolepsy and Adhd. Malingers make it difficult for those who actually have the diagnosis

My older brother took provigil for a while, holy crap he was like him but with 20x more energy. Normally, he's just super super smart but doesn't do things quickly so him on provigil was pretty nuts. He got his from an online pharmacy. I've always considered trying it but he stopped because he thinks it weakened his immune system. (He got a rather nasty cold/flu while on it, and he never normally gets sick. Personally I think it was just old age.)
Granted, it's not REALLY a nootropic, but that level of alertness really gave seemed to have an impact mentally. Generic name is modafinil.
